Transforming Emergency Management in Nigeria

One of the most significant chapters of Engr. Maihaja’s public-service career was his leadership of NEMA. During his tenure, the agency pursued reforms aimed at strengthening disaster preparedness, response and coordination.

Among the initiatives reported during his tenure was the establishment of Disaster Response Units (DRUs) under the National Disaster Response Plan, designed to improve the speed and effectiveness of emergency intervention. NEMA also pursued stronger partnerships with helicopter operators, NGOs, international organisations and other institutions to improve technical capacity and emergency response.

His administration also introduced biometric registration of beneficiaries, an effort reported as being designed to reduce impersonation and improve the identification of people entitled to relief materials.

Humanitarian intervention

Under his leadership, NEMA undertook emergency interventions across different parts of Nigeria, including communities affected by flooding, displacement, food insecurity and other emergencies.

In Yobe State, for example, NEMA delivered relief materials to Internally Displaced Persons in 2017, with preparations made to distribute food supplies through warehouses in Nguru and other locations.

Contemporary assessments of his tenure also highlighted efforts to improve emergency-response planning and reduce response times through more structured planning and operational processes.

Institutional Development and Staff Welfare

Engr. Maihaja’s tenure was also associated with efforts to strengthen NEMA’s internal capacity. Reports from the period highlighted initiatives relating to staff welfare, insurance, capacity development and improved working conditions, alongside organisational retreats focused on repositioning and strengthening the agency.

These efforts reflected an approach that sought to combine humanitarian response with institutional reform—recognising that an effective emergency-management system requires not only relief materials but also trained personnel, planning, technology, coordination and reliable operational structures.
